Public service can be divided into basic public service, economy public service,socialpublicservice, public security service according to its content and form. Basic public service refers to those who pass the state power intervention or public resources, to provide citizens and organizations engaging in production, life, development and entertainment activities all need the basic services, such as providing water, electricity, gas, transportation and communication infrastructure, post and telecommunications and the meteorological service and so on. Economy service refers to the public services through the state power intervention or public resources input for citizens and organizations i.e. enterprises engaged in a variety of services provided by the economic development activities, such as technology promotion, consulting services and policy credit, etc. Public security service is  by state power intervention or public resources input for citizens to provide security services, such as military, police and fire services. Social development areas including education, popular science, health care, social security and environmental protection and other fields. Social public service is to meet the citizen's survival, life and development of social demand directly, such as public education, public health, public welfare, etc.
